Nowadays, corporate companies has emerged as an important contributor of “Social Development” across the globe. IDF being the leading implementing organisation of development sector in Bihar has turn out to be an eminent partner of ITC Limited CSR initiatives, in Capacity Development programme for grassroots functionaries & Organisations in Munger, Bihar.

To enable Local Leaders perform their roles and responsibilities efficiently and to improve the effectiveness in the delivery of public services, all elected representatives of Munger Municipal Corporation (Urban) and Panchayati Raj Institution (Rural) has been addressed through a composite & multi-fold Capacity Building program.

In first of its kind initiative, “ Handhold Support” has been provided to the local leaders through activities like community assembly ,formation of committees, resource mapping, need assessment, & other tools to facilitate implement “ bottom up planning” for village/ward inclined with government’s 7 Nischay program to meet its basic needs related to Health, Sanitation, Quality Education & Village Infrastructure.

Developing the capacity of elected leaders and supporting their functions is perhaps the only transformational tool that is available for making Local Governance therefore, for the first time approx. 125 Local Elected Representatives has been targeted through a three- step Training Need Assessment (TNA), followed by development of need based tailor-made training module & reading material suiting their requirements, further four day comprehensive training conducted in several batches covering topics like Composition & Importance of Local Governance, Roles & Responsibilities of ERs, Government Entitlement’s & Schemes, Computer Applications as well some soft issues such as relevance of leadership & gender in good governance.

In next step to implement the above learnings in their functional areas, handhold support has been provided to each of them in terms of improving their understanding of new amendment in Bihar Panchayati Raj Act & supporting them step by step in implementation of 7 Nischay program with special focus on “Har Ghar Nal ka Jal” yojana, which already resulted into water supply at household through taps.

By accomplishment of this program, Capacity Building for grassroots functionaries & organisation is evolving into a conscious step towards participatory planning & democratic decision making in Panchayat/Ward Plan as well towards achievement of the goals of Social & Sustainable Development.
